Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are delivered from various governments. Immense energy is expended on containing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from across the border, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to counter approaching cruise missiles flew past – sophisticated military planes provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into sober acceptance: maybe the incoming missile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This pattern will, no doubt, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration assumes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its favour in the months ahead.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a entire defensive failure until conditions improve in its advantage.
Present Conditions
Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
